Three water system projects intended to help ensure potable and affordable water to residents in 5 far flung barangays in the east coast broke ground yesterday with Mayor Celso Lobregat and Zamboanga City Water District (ZCWD) officials leading in the ceremony. Costing a total of P21.260 million city funds, the water projects cover the barangays of Tolosa-Lansones and Guisao (P17.96 million); Tolosa-Guisao-Cabaluay (P2.424 million) and Tolosa-Imelda, Pangulayan-Cacao (P874,843).?This is the realization of our long time dream of having our own water system?, Cesar Samson, barangay chairman of Lansones said in his message during the ground breaking rite held in Tolosa yesterday morning. ?We thank Mayor Lobregat for initiating this water project and the many other projects that implemented in our barangay?.The same view was shared by Tolosa chairwoman Caridad Salazar, Guisao chairwoman Aurita Solis, Cabaluay chairman Romeo Enriquez and Cacao chairman Rito de la Cruz. They all expressed gratitude to Mayor Lobregat and the city government for not isolating their barangays in terms of project implementation enhancing the delivery of basic services to their constituents.Mayor Lobregat said the water project is a pro-poor program of the city government as it is meant to ensure potable, sufficient and affordable water supply to the barangays.He stressed that the city government will continue to pursue similar projects so that the ZCWD can expand its coverage to the outskirts of the city.Last Feb. 21, Lobregat also led barangay and Water District officials in the groundbreaking ceremony of the water system project worth more than P12-million in Barangay Salaan.The water system project will provide potable and safe water to almost 5,000 highland residents from Zone 2, Boalan to the entrance of Pasobolong up to Salaan. It is a joint project of the city government and the ZCWD, with the former providing P6,281,250 funds while the latter?s allocation was P5,832,094 for a total of P12,113,344.Councilor Cesar Iturralde, Lobregat?s vice mayoralty aspirant, said the project is part of the city?s initiative to support and assist the Water District expand its services to the far flung barangays.Instead of giving loans to the water firm, the city government deems it fit and right to dole out the funds for the implementation of the water system project with the ZCWD as project implementer, according to Iturralde.Gregorio Molina, ZCWD board vice chair and Engr. Efren Aranez, board member, called on the constituents to help maintain the water project so that it can be sustained for life.Also present during the ground breaking rites were Councilors Lilia Nuno, Nonong Guingona, Eddie Saavedra and Rey Candido and council aspirants Ller Natividad, Percival Ramos, VP Elago and Mike Alavar; ZCWD Assistant general managers Engr. Alejo Roxas and Ronnie Pantaleon and other water district personnel, constituents from the 5 beneficiary barangays and many others.

A resident of Barangay Boalan was stabbed and seriously wounded by unidentified suspect at the vicinity of Pablo Enriquez Drive, Boalan, this city, last week.
The victim was identified as Arthur Talite Vilayo, 37, married, and a resident of the same place.He sustained multiple stab wounds on the different parts of his body and was rushed to a nearest hospital for medical treatment. Initial investigation disclosed that the victim together with his neighbor, Bernardo Olape Agudo, 30, married, of the said place, were walking towards the entrance of Pablo Enriquez Drive when the suspect suddenly attacked the victim. Police identified the suspect as certain Randy, true name and address unknown.Prior to the incident, the victim and the suspect had a heated argument then later the suspect left the area towards unknown direction. Unknown to the victim, the suspect was already waiting for him at the crime scene armed with a bladed weapon. When he arrived, the suspect immediately attacked him. A manhunt operation is being conducted by the local police against the assailant for his possible arrest. (Eugene A. Lasprilla)

Principals and teachers of 49 public elementary schools in District 2 were one in thanking Congressman Erbie A. Fabian for providing their schools with various sports equipment.
School officials from Vitali District, Curuan District, Manichaan District, Mercedes District, Putik District and Tetuan District trooped yesterday to Boalan Elementary School to attend the formal turnover ceremony for the sports equipment coming from Fabian.
Estela Apolinario said the sports equipment particularly the complete sets of softball and sets of volleyball given by Fabian to the different schools in the east coast will serve as a great help in the sports development in their schools.?We?re really grateful to Congressman Fabian for always prioritizing government schools in his programs and projects. We can very well say that Rep. Fabian is committed in providing needed assistance to public schools, be it in infrastructure, information technology and logistical support,? Apolianrio stressed.She added that Fabian?s program of giving sports equipment to the schools is a laudable undertaking since it is evident that government schools have limited resources to acquire brand new sports equipment.The sports equipment turned over by the congressman to the different public schools include sets of softball, sets of volleyball.Division of City Schools Supt. Dr. Dolores Alcantara said that DepEd always recognizes the concern and support that Fabian has been consistently giving to public schools.?We truly appreciate the many contributions and assistance being given by the congressman to government schools here in the city. We would always be grateful to him,? Dr. Alcantara said.She said the sports equipment will be used by the students especially athletes in their practice session in preparation for the athletic meet.Fabian, for his part, said that he would continue to look and source out funds from Manila to be able to help the public education sector here.?Of course aside from allocating big part of my congressional Priority Development Assistance Fund for the public education sector, we are always looking for additional funds from the national government that we can use to implement more projects in our public schools,? At least forty-two public elementary schools in District 2 will receive sports equipments today from Congressman Erbie A. Fabian.
The sports equipments donation forms part of Fabianâ??s sports program which will be used to uplift the skills and talents of the public school students in sports as their extra-curricular activities while in school.â??I am always an advocate of sports being a sportsman myself, I am hoping that these sports equipments would be of greater assistance to the sports program of the public schools in District 2,â? Fabian said.School principals and sports coordinators of recipient schools will receive basketball, volleyball, baseball, soccer and other sports equipments during a simple turn-over ceremony to be held at Boalan Elementary School covered court. As a sportsman, Congressman Fabian is conducting and sponsoring various sports programs in the city whole year round. The solon is also very supportive in the various sports activities of the barangays and other sports associations in events like basketball, volleyball, baseball, soccer, dart, golf, boxing, motocross, airsoft, swimming, to name a few. To help promote the value of honesty and market agriculture products, Councilor Rey Candido has initiated a program dubbed “Self-Service Canteen”, a set up where the customers will be paying as they get the item from the canteen.
Candido said three schools were identified for the experimental stage of the program: Don Pablo Lorenzo Memorial High School, Tetuan Central School and Boalan Elementary School.
â??The concept here is, as we help market the agri-based products of the Rural Improvement Clubs (RIC), we also help develop the value of honestyâ?, Candido, who chairs the Council committee on agriculture said. No less than Mayor Celso Lobregat spearheaded the launching of the program at the Don Pablo High School in Gov. Camins Tuesday morning. The launching in Tetuan Central School will be on July 30 while the launching in Boalan Central School will be on July 31. Candido said products or items produced by RIC and 4-H clubs and other agriculture groups like banana chips, banana cake, lumpia, cassava cake, turon, waffle, ginataan or poto will be displayed for sale in the self-service canteen. The canteen will be managed by the school or teacher cooperatives and will be supported by investors composed of well meaning citizens who want to promote the value of honesty and market the products. After the experimentation period of two months, Candido said, the canteen that will register perfect or near perfect transaction will receive incentives in the form of infrastructure projects from his countryside development fund or (CDF).The program will be expanded to other public schools in the months to become. â??This is a two-pronged projectâ??to market the agri-based products produced by the RIC and to be relevant to education, develop the values of honestyâ?, Candido added.
